Charlotte was born in Greeley, Colorado, and raised on a dairy farm with seven brothers and one sister. She attend Colorado State and Adams State in Colorado and earned degrees in Home Economics Education and Community Development with an emphasis on recreation. Her career started in Alamosa, Colorado in the San Luis Valley 1971 as a six county district agent. She moved to Fairbanks, Alaska, as a 4-H agent in 1980. Charlotte became Human Resources Program Chair in 1983 and left extension in 1988.
First Human Resources Chair (4-H/FCS) in Alaska. Started first cooperative 4-H effort with Tanana Chiefs Native Corporation, placing a 4-H agent with TCC. Major efforts to develop volunteer training on a state-wide basis. Started river camps for Native villages to get 4-H participation.
