As National Program Leader in volunteer and paraprofessional staff development, Milt had a significant impact on the national 4-H program. His ISOTURE (Identify, Select, Orient, Train, Utilize, Recognize and Evaluate) Volunteer Development Model has been used by 4-H agents for many years. He helped develop one of the first TV/satellite training programs for national staff. He also provided leadership to the 4-H Bicentennial Committee.
Milt and his wife Margaret were 4-H club leaders in Arlington, VA, for ten years while their children were in 4-H. Milt continues as an active volunteer with several soil and water conservation organizations in Virginia.
