To many, Harold “Brownie” Brown was the face and voice of National 4-H Congress. He served for many years on the Congress Operations Committee and chaired the last Chicago Congress. His three major Congress accomplishments were: 1. Chaired the last Chicago Congress and basically planned the first Orlando Congress from the ground up to continue the National 4-H Congress tradition. 2. Included more youth on the Orlando Congress planning committee. 3. When National 4-H Council announced the end of their support in Orlando, he immediately began the effort to plan the next Congress. While many were responsible for the transitions of National 4-H Congress, Brownie was the voice and legs of these transitions.
Brownie has also been very active in the International Exchange Program. He led the development efforts with the CAPS program in Costa Rica and went to Costa Rica for four years to do the orientation program of the Costa Rican youth coming to the United States. He brought the Japanese Exchange Program to the state of Maine and served on the National Japanese Foreign Exchange Committee and currently serves on the board of directors for LEX America.
