    Dr. Frederick E. Hutchinson was born in Atkinson, Maine. He earned Bachelors and Masters Degrees in Agronomy at Univ. of Maine and a PhD in Soil Science from Penn State. His academic career began in 1953 in the Department of Plant and Soil Sciences. He became Dean of the College of Life Science and Agriculture and Director of the Maine Agricultural Experiment Station. For seven years Fred was Vice President for Research and Public Service. He was always a champion for 4-H youth development programs. In 1982 Fred joined the U.S. Agency for International Development (USAID) and served as Executive Director for the International Food and Agricultural Development (BIFAD).
